Two charged for providing marijuana and alcohol to minors through “youth support group”

MOUNT STERLING, Ky. (WTVQ) – Two people in Mount Sterling are receiving charges after providing marijuana and alcohol to minors.

According to the Mount Sterling Police Department, officers began receiving complaints about McFadden’s Antiques, located at 107 S. Queen St. The complaints involve a “youth support group” being run in the business. The organizers of this supposed support group were giving teenagers marijuana and alcohol.

This information was passed to the Criminal Investigative Unit and an investigation was immediately started. Through the investigation, police determined that there were illegal drugs and alcohol being provided to youth, along with reports that juveniles were being touched inappropriately.

Richard J. McFadden and Phyliss A. Mastin have been arrested for their involvement. McFadden is being charged with second-degree unlawful transaction with a minor, third-degree sexual abuse and trafficking in marijuana. Mastin is being charged with second-degree unlawful transaction with a minor.

The investigation is ongoing and the Mount Sterling Police Department asks that victims or anyone with information come forward.
